Russia has vetoed a draft UN Security Council proposal for an international tribunal to investigate the downing of Malayisa Airlines flight 17 over Ukraine. Council members held a moment of silence to honor the victims, but that was the only moment of unity at the United Nations. The incident last July was blamed on pro-Russian separatists.
